Canadian Government Announces Horizontal Relief Extension – US Remission Order
Overview
The Order Amending the United States Surtax Remission Order (2025) (the “Remission Order”) recently came into force on December 11, 2025, and introduces changes to horizontal relief from surtaxes imposed on certain imports from the United States.
These changes were announced by the Canadian Prime Minister on November 26, 2025, as part of a broader set of measures regarding the Canadian steel industry. The full text of the Remission Order is available here.
Timeline of Amendments
Please note, the order was first implemented in April 2025 and was previously amended in June 2025 and October 2025. A consolidated version dating November 27, 2025, is available here.
Extension
Under the amended Remission Order, horizontal relief has been extended:
- to January 31, 2026, for steel goods used for manufacturing, processing, food and beverage packaging, and agricultural production in Canada.
- to June 30, 2026, for steel goods used in aerospace, in the manufacture of motor vehicles, and in the manufacture of aerospace or motor vehicle parts.
- to June 30, 2026, for aluminum goods used for manufacturing, processing, food and beverage packaging, and agricultural production in Canada.
- to June 30, 2026, in the case of any goods used for public health, health care, public safety, and national security purposes.
