Government of Canada to Apply 25% Tariff on Certain Steel Derivative Products

Effective December 26, 2025, the Government of Canada will apply a 25% surtax on certain imported steel derivative products. This measure expands Canada’s steel trade controls to include steel derivative products, complementing recent adjustments to tariff rate quotas and tariff remission policies. 

 

Affected Products 

The surtax applies to a defined list of downstream steel products imported from all countries. The 25% tariff is calculated on the full customs value of the affected goods at the time of importation. 

The measure covers a range of steel derivative products, including but not limited to: 

  • Fabricated steel structures and components 
  • Fasteners such as screws, bolts, nails, and similar articles 
  • Wire, cables, chains, fencing, and related products 
  • Doors and windows 
  • Expanded metal, metal grating, and mesh 
  • Certain steel furniture and modular steel components

Exclusions  

  1. goods subject to a tariff under another surtax order: 

1.1. China Surtax Order (2024), the United States Surtax Order (Steel and Aluminum 2025), 

1.2. the Order Imposing a Surtax on the Importation of Certain Steel Goods or  

1.3. the Steel Goods and Aluminum Goods Surtax Order; 

  1. casual goods 
  2. goods that are classified under a tariff item of Chapter 98 of the List of Tariff Provisions 
  3. goods that are imported before July 1, 2026 for use in the manufacture of motor vehicles or chassis for motor vehicles or in the manufacture of parts of or accessories for motor vehicles or chassis for motor vehicles; 
  4. goods that are imported before July 1, 2026 for use in aircraft, ground flying trainers or spacecraft or in parts of aircraft, ground flying trainers or spacecraft; 
  5. utility wind towers, and sections of those towers, that are classified under tariff item 7308.20.00 and imported for installation in energy projects located west of the Ontario–Manitoba border; and 
  6. goods that are in transit to Canada on the day on which tariffs come into force. 

 

 

The Department of Finance provides temporary, case-by-case relief from the 25% surtax in specific circumstances, including situations where affected goods cannot be reasonably sourced from Canadian producers. Approval is not automatic and is subject to government review.
