Government Regulation Concerning Drayage Waiting Time in Italy

Overview
On July 18, 2025, the Italian government published the “Infrastructure Decree”, Italian Law No. 105 in the Official Gazette, which regulates a grace period of 90 minutes for drayage companies, effective September 8, 2025.
This grace period applies at the loading or unloading facility, beginning at the time of arrival, after which a government mandated fee will be applied for exceeding the time allowance.
Applicable Fees – Impact to Italian Freight
- Full Container Load (FCL)
 
- 
- A standard fee owed to the government by the drayage company will be incurred for time exceeding the grace period.
 
 
- Less than container Load (LCL)
 
- 
- As a result of the above law, standard additional fees are being applied by many forwarders for LCL shipments to cover the wait time costs applied to containers to or from ports in Italy.
