ILA Set to Strike on October 1, 2024
Further to our previous notice, the International Longshoremen’s Association (ILA) is set to strike across all Atlantic and Gulf Coast ports from Maine to Texas, beginning at 12:01am on Tuesday, October 1st, 2024, with no talks scheduled ahead of the planned strike. An ILA strike will have impacts on supply chains, resulting in delays in cargo movement, increased costs and logistic challenges for businesses.
What to Expect
Congestion Surcharges
Carriers recently announced congestion surcharges which will vary by carrier. These surcharges will go into effect between October 11th and October 27th, 2024, based on cargo receipt date.
Schedules/Bookings
Carriers will continue to accept dry container export bookings from Asia to the US East and Gulf ports, but may change service rotation without prior notice.
Import Demurrage at Terminals
Carriers will follow terminal policy at each port. If a port is closed and containers cannot be picked up, carriers may not charge storage for those days.
Import Detention
Carriers may not charge detention if the port is closed and empty containers cannot be returned to the marine terminal. Carriers may direct empties to be returned near dock depots.
Force Majeure
Should carriers declare Force Majeure, they reserve the right to discharge containers originally destined to affected ports at alternative ports. This may include on-carriage costs to be arranged for the account of the cargo.
