U.S. Customs Adjusting Certain User Fees Effective October 1, 2023

U.S. Customs and Department of Agriculture Increasing Certain Import and Transportation Fees

U.S. Customs & Border Protection (CBP) has announced adjustments to its user fees beginning October 1, 2023, covering its 2024 fiscal year. Such fees are reviewed annually as required by the Consolidated Omnibus Budget Reconciliation Act (COBRA) in accordance with the Fixing America's Surface Transportation Act (FAST Act). 

The table below outlines some common user fees that are being adjusted under COBRA. A full list, along with related background information, may be found here. All funds noted are in U.S. dollars.

COBRA user fees are adjusted when the Consumer Price Index (CPI) is greater than one (1) percent. CPI was found to be 26.670 percent, resulting in an increase. The Merchandise Processing Fee (MPF) ad valorem rate of 0.3464% remains the same.   

In addition, the U.S. Department of Agriculture’s (USDA) Agricultural Marketing Service (AMS) has published an increase in the fee paid by importers of cotton and cotton-containing products under the Cotton Research and Promotion Order. The effective date for this adjustment is October 16, 2023. 

The current assessed rate on imported cotton is $0.013215 per kilogram. The new rate will be $0.014691 per kilogram, representing an increase of $0.001476 per kilogram. 

Delmar International’s U.S. import system(s) will be updated to reflect these adjusted fees (as applicable) on October 1, 2023, and October 16, 2023, respectively.
