Steel Derivative Goods Surtax Remission Order
The Government of Canada has implemented the Steel Derivative Goods Surtax Remission Order (Remission Order) which entered into force on February 24, 2026. The Remission Order provides targeted relief from the steel derivative goods surtax in specific circumstances. The full text of the Remission Order is available here.
Background
The Government of Canada imposed a 25% surtax on certain imported steel derivative products effective December 26, 2025. This measure was introduced to address trade diversion and protect Canada’s domestic industry.
Remission Details
The Order grants remission for the following:
- Goods imported by, or on behalf of, listed Canadian public or private entities operating in the public health, health care, public safety, and national security sectors;
- 43 specific products listed in Schedule 1, as referred to in column 2 of the schedule and classified under the corresponding tariff classification numbers set out in column 1;
- Wind towers for which a supply order was prior to when the surtax came into force, on December 26, 2025;
- Wind towers imported into Canada for installation in offshore wind projects.
