Remission for Manufacturing, Processing, Production or Packaging Reinstated for Goods Subject to the U.S. Surtax

Background 

As detailed in a previous announcement, the United States Surtax Remission Order (2025), amended June 22, 2026, has been reinstated for the for certain goods subject to the U.S surtax.   

Remission Eligibility 

The CBSA has since confirmed that all products subject to the new U.S.-origin surtax, with the exception of steel goods, may qualify for remission when used in Canada for:  

• Manufacturing or processing goods 

• Producing agricultural products 

• Packaging food or beverage products
