Canada Customs Modifies CARM Phase 2 Roll-Out to May 2024

The Canada Border Services Agency (CBSA) has announced that the Customs Assessment and Revenue Management (CARM) Phase 2 will now start full implementation in May 2024.  

However, the CBSA is adopting a phased implementation approach to support stakeholder adoption and help ensure ongoing supply chain efficiency. A testing version of the CARM Phase 2 system will be made available to industry partners and technology providers who have been selected in October 2023.   

A significant benefit shared by the CBSA is that importers who sign up for the CARM Client Portal prior to May 2024 will be granted 6-month Release Prior to Payment (RPP) privileges upon full implementation of Phase 2.  

Canadian importers are encouraged to monitor the CARM program closely and register for the portal as soon as possible. Registering for the CARM Client Portal will help importers minimize the chance of future supply chain disruptions and realize any additional benefits.
