The Ports of Vancouver and Halifax are facing extended dwell times due to increased cargo volume and operational shifts.

Vancouver
Congestion and Delays
- Average vessel anchorage times have increased to 5 days in February 2025.
- Rail container dwell times continue to surge since December 2024, averaging 15-20 days due to factors like vessel bunching, the pre-Lunar New Year cargo surge and railcar shortages.
Key Factors Contributing to Congestion
- The congestion is mainly due to high cargo flows and limited railcar availability, with efforts underway to resolve the issues.
Recommendations
- Expedited Rail Service (ERS): Despite the congestion, ERS requests are still being accepted. However, due to high demand, we recommend clients to contact their local Delmar Representative at least one week in advance of vessel arrival to secure ERS arrangements.
Halifax
Congestion and Delays
- Rail container dwell times in early 2025 are averaging between 25-30 days, showing a significant increase in delays.
Key Factors Contributing to Congestion
- Modernization initiatives: The launch of a new control center and Vehicle Mounted Terminals (VMTs) at the Atlantic Hub Terminal aims to improve efficiency. However, the transition from paper-based systems has temporarily disrupted rail production.
- Increased cargo volumes: Cargo volumes surged due to the Port of Montreal strike and the holiday season, adding pressure on terminal resources.
- Weather and holiday closures: Adverse weather and year-end holidays have exacerbated delays.
Recommendations
- ERS: The terminal is not accepting ERS requests at the moment. Clients should contact their local Delmar Representative for alternatives, including diversions and trucking to Montreal.
